TOKYO -- In a significant development, though with no fanfare, some Japanese universities and public research institutions have begun exploring dual-use technologies.

When it comes to dual-use research and technologies, there is no clear line between black and white. Robotics, rockets and GPS all reside in one big gray zone. What is more, new materials, semiconductors and other technologies developed by universities have already been used in fighter jets, missiles and other weapons.

In some cases, technologies that sprang from good intentions have been misused in terrorism, as weaponry and so on. Dual-use research in the area of life science has also drawn attention since a string of anthrax incidents hit the U.S. following the Sept. 11, 2001, terrorist attacks.
"There is ambiguity in scientific research to begin with," said Nariyoshi Shinomiya, a professor at the National Defense Medical College. "It is impossible to make a distinction between military use and peaceful use."

In December, the University of Tokyo's Graduate School of Information Science and Technology deleted a clause banning military research from its scientific research guidelines. At the same time, the document was amended to read that "scientific research tends to be ambiguous" and that individual researchers are expected to "act sensibly, deeply considering the ambiguity."

On Feb. 20, Kenzo Nonami, an emeritus professor at Chiba University, gave a public demonstration of an unmanned propeller plane that he developed.
It will be the first home-grown drone to be mass-produced in Japan. The 3kg craft has GPS functions and can fly for up to 30 minutes.
